Snapshot of the agency's hourly counts settings (décomptes horaires) applying to the time tracking, frozen when the resource validated their own time tracking. Only the settings targeting the contract type of a contract in force over the term are captured, so a later change of the agency's settings never alters a validated time tracking.

Serialized as JSON, in the very same format as TAB_GROUPECONFIG.GRPCONF_HOUR_ACCOUNTS_SETTINGS (Models\HourAccountsSetting::serializeCollection()), so a snapshot reads back exactly like the settings it was taken from.

An empty string means no snapshot : the resource's own validation step was never sealed or has been reopened, the time tracking is editable and the agency's current settings apply. Note that neither an unvalidation nor a rejection releases the snapshot on its own — both can leave the resource's step sealed. [] is a snapshot which captured no setting at all — the resource had no contract in force over the term, or no setting targeted its contract type — and is therefore frozen just like any other.

Denormalized validation state of the time tracking (MAX(VAL_ETAT) of its TAB_VALIDATION seals, VAL_TYPE=3). 1 = validated, 2 = waiting for validation, 3 = rejected, 4 = saved and no validation.
